Issued to individuals who can not apply for a single permit (GVVA) or do not require a work permit after 5 years of continuous employment in the Netherlands. Also includes those working in certain approved circumstances: as media correspondents, military personnel with disadvantaged status, civilian staff, workers under international agreements, employees on Dutch ships or in mining, and those recovering from illness or seeking work in these areas.
