Intended for foreign nationals who are invited by the Government due to their expertise and do not require a sponsor, whether an individual or a company, provided that an Immigration Guarantee is used. Permits to carry out activities related to business, investment, bring family to stay in Indonesia, tourism, visit friends or family. The applicant must be financially sufficient during their stay in Indonesia, work for the purposes of the Indonesian Government and comply with Indonesia laws.

    Evidence which indicates the Foreigner's special expertise, such as: Certificate in the field of expertise required by the government, or Proof of graduation from one of the list of 100 world's best universities with a grade point average (GPA) of at least 3.5 (three point five).
