On letterhead, signed by the competent authority of any agency of the Federal, state or municipal Public Administration, in which it expressly cites the legal provisions and precepts that empower the signatory to carry out the procedure, and sets out the specific activities or functions in time, manner and place that the foreigner will carry out.
