Citizens of the Russian Federation may stay in Azerbaijan without a visa for up to 90 days within a calendar year. The State Migration Service of Azerbaijan has launched an electronic calculator that allows to check how many days of visa-free stay remain in the current year. If a foreigner stays in the country for more than 15 days, registration at the place of residence is required. Registration is carried out through the State Migration Service (usually via ASAN Service or by directly contacting local migration offices) and is not subject to a state fee.

Extension of stay
The extension of the maximum duration of stay in the country initially permitted by the visa, subject to approval by the immigration authorities. This is typically processed within the country without the need for departure.
If a foreigner wishes to stay in Azerbaijan for more than 90 days, there are 2 options: 1. the period of TEMPORARY STAY can be extended up to 60 days only if certain grounds exist, such as: - the need for urgent medical treatment; - serious illness or death of a close relative residing in Azerbaijan; - unfulfilled official duties under an organizational invitation (where the stay is related to work assigned by the organization); - extension of the temporary stay for family members (spouse, parents, children) of a foreigner who already has grounds for extending their stay. The extension is processed through the State Migration Service of Azerbaijan at least 3 working days before the current period of stay expires. 2. application for a TEMPORARY RESIDENCE PERMIT, provided there are grounds established by the migration legislation (study, employment, family grounds, property ownership and other eligible reasons). It is necessary to submit an application at least 30 days before the end of the current stay (whether visa-free or otherwise) to the migration authorities or through the ASAN service.

There is no officially established minimum amount of funds required for tourists entering Azerbaijan. However, in practice, border officers may request proof that the foreigner has sufficient means for accommodation and daily expenses. Experienced travelers and tour agencies recommend having around 50–70 AZN (≈30–40 USD) per day per person.

Additionally, they must be accompanied by a certified translation into the official language of that country or into English, unless otherwise specified by the mission's requirements.
